That...actually gets Katsuki to pause, freeze actually, with his his hands up and looking a bit like an idiot before he slowly lowers them and leans back to give the kid some space. R-Right...right. He panicked a little, and forgot a fundamental of his goddamn training - handling. Heroes can, and should offer aid to those who are clearly in need of it, but they still have to be cognizant of how they're handling people, especially young children. Some don't like to be touched at all, even by family members, and the whole 'stranger danger' is indeed a thing that should still be taught even primary schools and such. Plus, just...having a kid flinch like he's about to hit them triggers a few memories. Unpleasant ones. Ones Katsuki regrets deeply.
