So your world has some type of magic as well then? How would you be able to command the dragons? It makes me wonder if there are other types of dragons here too....I don't really interact with other's dragons. So I haven't really gotten to see their personalities and what they're like. But if you think Seiryu could be a water dragon...it wouldn't surprise me if there are other types of dragons that favor the other elements.
