Their method to do so was by causing a great imbalance in the aether of the land, which would cause the Shard biased to that element to merge with the Source. Such imbalance comes from chaos and destruction. And so when I say that chaos was the stated goal in creating the Allagan Empire, that goal was itself in service to a larger one.
